Top 10 Mistakes That Get South African Tender Bidders Disqualified
The most common reasons government tender bids are ruled non-responsive in South Africa expired TCS PINs, missing SBD initials, conditional pricing, CSD mismatches and more with how to prevent each one.
At a glance
Use the bid pack as your submission checklist. Verify mandatory documents, signatures, compulsory attendance, pricing instructions and the exact deadline and delivery method. General compliance advice cannot replace the requirements in an individual tender.

We see thousands of South African government tenders close every month and the same handful of mistakes show up over and over again in non-responsive bid lists. These aren't sophisticated errors they're unforced. Avoid them and you immediately rank in the top half of all bidders, before pricing is even considered.
1. Submitting after the deadline (even by 1 minute)
Bid boxes close at the published time, full stop. There is no grace period. If the deadline is 11:00 and you arrive at 11:01, your bid is rejected unopened. Plan to be there 90 minutes early. Always.
2. Missing or expired Tax Compliance Status PIN
SARS TCS PINs are valid for one year. Many tenders verify the PIN electronically through the SARS portal at the moment the SCM officer opens your bid. Expired PIN = automatic disqualification. Renew at least 30 days before any expected closing date.
3. Outdated B-BBEE certificate
B-BBEE certificates are valid for one year from issue. Sworn affidavits for EMEs and QSEs are also valid for one year. Submitting an expired certificate scores you 0 preference points losing you 20 points outright on an 80/20 contract.
4. Skipping pages of the SBD forms
The Standard Bidding Documents (SBD 1, 4, 6.1, 6.2, 8, 9 etc.) are non-negotiable. Every blank line must be filled in or marked "N/A". Every signature line must be signed. Every initial block must be initialled on every single page. SCM officers genuinely page-flip and check this. Missing initials are the #1 reason small bids get tossed.
5. Not attending the compulsory briefing
If a tender says "compulsory briefing", attendance is a gateway requirement. No attendance certificate = no bid. The briefing is usually 7–14 days after the tender is published which is why finding tenders early matters so much.
6. Pricing in the wrong format
Most tenders require a Bill of Quantities or pricing schedule with a specific format. Submitting a "lump sum" price when an itemised BOQ is required is non-responsive. Always price exactly the line items provided no additions, no merges.
7. Conditional or qualified bids
Adding a clause like "subject to the following terms…" or "we reserve the right to revise pricing if…" makes your bid qualified. Qualified bids are non-responsive under standard SCM regulations. If you have a concern, raise it during the clarification period never in the bid itself.
8. CSD details that don't match your bid
Your bank details, directors, BBBEE level and contact details on the Central Supplier Database must exactly match what you submit on SBD forms. Any mismatch a different banking branch, a director removed but still on CSD flags the bid for further review and often disqualification.
9. Subcontracting where it isn't allowed
Check the actual tender's lawful subcontracting conditions, named providers, approval requirements and limits. Do not assume a universal 25% cap or mandatory 30% participation rule under the2022 preference regulations. Additional points arise only from the published specific-goal schedule and the required proof, not subcontracting alone.
10. Trying to "explain" your way past compliance
Bid Adjudication Committees (BACs) work strictly off the responsiveness checklist. They cannot waive a missing TCS PIN because you "have applied for one". They cannot accept a Grade 4 CIDB for a Grade 5 tender because "we'll upgrade soon". The system is intentionally rigid to prevent corruption work within it.
The pattern
Every one of these failures is preventable with a checklist and enough time. The bidders who win consistently keep a "tender readiness folder" every certificate, every form, every registration, with diary reminders 30 days before expiry. They start every bid with a compliance gate and only move to pricing once every box is ticked.
