CIDB Grading Explained: How Construction Contractors Qualify for SA Government Tenders

Plain-English guide to CIDB grading designations 1 to 9, class of works, the upgrade requirements, the PE designation and the common mistakes that get construction bidders disqualified.

At a glance

For construction tenders, compare the required CIDB class of works and grading designation in the bid notice with your current registration. Check the CIDB's current grading limits and the tender's own eligibility conditions before committing to a bid.

This is independent guidance from TenderSearch SA, not advice from a government authority. Verify current requirements with the issuer and these official references: Construction Industry Development Board.

If you do construction work for any South African government entity, your CIDB grading designation is the single biggest determinant of which contracts you are even allowed to bid on. Many contractors lose opportunities every month not because their pricing is wrong, but because they're either not graded high enough, or graded in the wrong class of works.

What is the CIDB?

The Construction Industry Development Board (CIDB) is a national regulatory body established under the CIDB Act, 2000. It maintains a Register of Contractors that ranks every construction company by:

  • Grade (1 to 9): the maximum value of a single contract you may be awarded
  • Class of works (CE, GB, EP, ME, SQ etc.): the type of work civil engineering, general building, electrical, mechanical, etc.
  • Designation: e.g. 5GB means a Grade 5 General Building contractor

The grade ladder and contract value caps

These are the maximum single-contract values for each grade:

  • Grade 1: up to R200 000
  • Grade 2: up to R650 000
  • Grade 3: up to R2 million
  • Grade 4: up to R4 million
  • Grade 5: up to R6.5 million
  • Grade 6: up to R13 million
  • Grade 7: up to R40 million
  • Grade 8: up to R130 million
  • Grade 9: unlimited

Important: a Grade 5 contractor can submit a tender for a Grade 4 project, but a Grade 4 contractor cannot submit a tender for a Grade 5 project, no matter how competitive their price. The bid will be rejected as non-responsive.

How you move up a grade

CIDB upgrades are not automatic. To upgrade you must demonstrate two things to the CIDB:

  1. Financial capability: available capital (cash or credit facilities) of at least 10% of the maximum contract value of the grade you're applying for
  2. Track record: at least one completed contract within the previous 5 years that was at least 90% of the maximum value of the grade below the one you're applying for

This catch-22 needing a big completed project to win bigger projects is why so many SMMEs stay stuck at Grade 1 to 3 for years.

The Potentially Emerging (PE) designation

To break the catch-22, CIDB created the PE designation. A PE contractor is graded one level above their actual capacity, but only for projects awarded under specific developmental programmes (e.g. EPWP). PE designations are valid for 3 years and only apply to designated developmental contracts.

Common mistakes to avoid

  • Letting your registration expire. CIDB registration is valid for 3 years. Renew at least 60 days before expiry every day expired is a day you cannot bid.
  • Bidding outside your class of works. A 7CE (civil engineering) contractor cannot bid on a 7GB (general building) tender unless they hold the GB designation too.
  • Submitting an old certificate. Many tenders require the certificate be no older than 30 days at submission. Print a fresh one for every bid.
  • Ignoring sub-contractor CIDB requirements. If you plan to sub-contract more than 25% of work, the sub-contractor generally needs an appropriate grading too.

How TenderSearch SA helps

On every construction tender we surface the required CIDB grade and class right at the top of the listing, so you can filter to only the opportunities you're actually allowed to bid on. Use our keyword alerts (e.g. "5GB Limpopo") to get an email the moment a matching construction brief is published. Remember that CIDB grading works alongside your B-BBEE level and CSD registration — all three must be current before you can submit a responsive construction bid.
